MWCC has prepared the digital development ranking of regional administrations in Spain. The ranking has been prepared based on the CAE 2021 report “Report on Electronic Administration in the Autonomous Communities and Autonomous Cities” published by the Ministry of Economic Affairs and Digital Transformation whose first edition dates from 2004.

For the elaboration of the ranking, the 95 variables included in the CAE report have been used without establishing any weighting between them. All the alphabetical data have been converted into values ​​to allow the Autonomous Communities to be compared and classified in each one of them.

The ranking is divided into the six sections included in the study: the strategies to launch the digital Administration; the services offered to the citizen; the impulse in the internal transformation; open government initiatives; technology; IT and personnel expenses.

A general ranking has been added to these sections that accumulates the position of each Autonomous Community or City in each of these sections.

The final ranking places the administration of Castilla-La Mancha as the one with the greatest digital development. The city of Ceuta would be the second, followed by Galicia. This shows that the Communities with the highest GDP are not the ones that will lead the digitization of their administrations. Fourth are Catalonia, the Autonomous City of Melilla and the Community of Madrid.

By sections, in ICT Policies, most of the Autonomous Communities have implemented ICT Policies and have a follow-up. In Citizen Services, the Autonomous City of Ceuta would be the first. In relation to the drive for digitization, Cantabria and Galicia lead this dimension. In Open Government it is Aragón, while in Technology Cantabria and Castilla La Mancha stand out above the rest. The most innovative Administration is again the Region of La Mancha, while the Community of Madrid is the one that invests the most in ICT and has the highest personnel expenditure related to these technologies.

 

We are at a time when public administrations and private entities have made a clear commitment to digitizing their departmental and government structures, an aspect that will undoubtedly result in improved response times, improved traceability documentary, in an improvement of the quality of the service as well as in an improvement of the quality of life of the citizens.
